Not sure 100% but, because the photo seems taken inside a protected harbor and debris looks fresh and recreational (many PET bottles), it is likely of a local origin (such as a stream entering the ocean nearby). There may have been an extreme event that visualized the local source that normally would pass by, go into the ocean and remain unseen.
